US admiral: North Korea's actions 'recipe for disaster'

South Korea has "been informed only of the fact that the North Korean missile was detected over the phone and through word of mouth".

Council diplomats, speaking on condition of anonymity because the consultations were private, said China never mentioned working with the USA on a new sanctions resolution, and both China and Russian Federation said they support a negotiated solution through dialogue. "They have really tried to help us in our communications with North Korea".

He made the remarks after a closed-door meeting among the 15 council members on the issue of the DPRK.

"Combining nuclear warheads with ballistic technology in the hands of a volatile leader like Kim Jong Un is a recipe for a disaster", Harris said.

The Security Council first imposed sanctions on North Korea in 2006 and has stiffened them in response to its five nuclear tests and two long-range rocket launches.

North Korea was also under scrutiny by investigators looking for the source of a major cyberattack affecting more than 150 countries, but the European police agency said it was still too early to determine who caused the chaos.

Officials say that, as they caught up to him, the suspect attempted to enter a vehicle and they were forced to use a Taser on him. But the neuromuscular incapacitation didn't stop him from fighting against the officers trying to arrest him, police said.

Besides worries about North Korea's missile and nuclear weapons programs, cyber security researchers have found technical evidence they said could link Pyongyang with the WannaCry "ransomware" cyber attack that has infected more than 300,000 computers in 150 countries since Friday.

No draft resolution was circulated to the full council, but Haley said the United States was working with China on a text. The missile fell in the Sea of Japan outside of Japan's special economic zone.

TOKYO (AP) - The top American military officer in the Pacific said Wednesday that North Korea's recent military actions are "a recipe for a disaster" and warned against a sense of complacency in the face of increasing tensions on the Korean Peninsula.

The day after the launch, North Korea claimed the fired missile, called Hwasong-12, reached an altitude of 2,111.5 kilometers, suggesting that it was a new type of intermediate-range ballistic missile.

"We're not going to continue to just say go ahead and test as often as you want", Haley said, flanked by the South Korean and Japanese ambassadors.

"It's the furthest we've seen one fly", the official said, adding that military experts were assessing the missile's re-entry capabilities.
