Trump budget slashes safety-net programs

As The New York Times notes on Monday the budget "contains deep cuts in entitlement programs that would hit hardest numerous economically strained voters whose backing propelled the president into office".

House Minority Whip Steny Hoyer says he can't recall in his 36 years in Congress any budget sent to the Congress with a "less realistic" chance of being enacted than the one President Donald Trump unveiled on Tuesday.

The Trump administration made available to reporters Monday only the summary tables of the fiscal 2018 budget request, as well as an executive summary.

The President's first major budget proposal, which assumes the Medicaid savings in the Affordable Health Care Act (AHCA), will make $800 billion in cuts to Medicaid over the next decade.

"We're going to measure compassion and success by the number of people we help get off of those programs and get back in charge of their own lives", he said.

Critics call the spending blueprint "Robin Hood in reverse".

The proposed budget, for the fiscal year that begins October 1, was being delivered to Congress Tuesday, setting off an extended debate in which Democrats are already attacking the administration for trying to balance the budget on the backs of the poor. The new budget also covers "mandatory" spending, including such big-ticket items as Medicare and Social Security. With 10,000 baby boomers hitting retirement age each day, and an official unemployment rate of 4.4 percent, it would be hard for the USA economy to grow as fast as the administration envisions without enlisting an army of new workers. "There's a dignity to work. And domestic programs outside of military and homeland security whose budgets are determined annually by Congress would also take a hit, their funding falling by $57 billion, or 10.6 percent". Faster economic growth would generate trillions of dollars in additional revenue, allowing the government to balance its books by 2027.

The budget proposes a $54 billion increase in base discretionary defense spending in 2018, offset by an equal cut in nondefense discretionary spending.

Tuesday's budget blueprint faces a skeptical reception from Congress.

Abiding by a campaign promise, Mr. Trump will leave core Social Security benefits and Medicare untouched.

Republicans, who control the House of Representatives, the Senate and the White House, are looking for ways to cut federal spending as they pursue massive tax cuts, the cornerstone of the Trump administration's pro-business economic agenda.

On taxes, Trump promises an overhaul that would cut tax rates but rely on erasing tax breaks and economic growth to avoid adding to the deficit. "They're saying they won't raise taxes". But it would greatly reallocate where many federal funds go - beefing up spending in some areas, while slashing it in others over the next ten years. "And so when you're trying to reach balance by relying on such a tiny sliver of the budget, it's very hard to make those numbers add up". The bulk of that - $1.6 billion - would pay for a "new and replacement" border wall that Trump campaigned on. The budget includes $25 billion for a plan to give parents six weeks of paid leave after the birth or adoption of a child.

The budget lands as Trump's GOP allies in Congress are grappling with repealing and replacing Obama's health care law and looking ahead to a hard rewrite of the loophole-clogged tax code.
