Also, at least nine people were killed and 15 wounded when a bomb attached to a motorcycle went off outside the entrance of the renowned blue-domed Great Mosque in the western city of Herat, according to a government spokesman.

While Afghan governing partners are locked in political confrontation, the state intelligence agency (NDS) has accused the Haqqani network, a key Taliban ally, of plotting Wednesday's suicide bombing in cooperation with Pakistan's spy agency (ISI).

Afghan President Ashraf Ghani issued an ultimatum to the Taliban Tuesday, warning them to embrace peace or "face consequences" after announcing that the death toll from last week's devastating truck bombing had passed 150.

Several protesters were killed in clashes with police on Friday, and at least a dozen people were killed when suicide bombers attacked the funeral for one of the dead protesters on Saturday.

Afghanistan is fast moving from a failing state to a failed state, as the bombings have led to further paralysis of the economy, increased demands by the opposition and demonstrations calling for Mr Ghani's resignation.

Kabul-based journalists say although the Jamiat leaders have halted their protest demonstrations for the time being, they turned down an invitation by Ghani for a meeting to discuss the latest situation.

President Ashraf Ghani spoke at the opening of the so-called Kabul Process, a gathering of 23 nations, the European Union, U.N. and North Atlantic Treaty Organisation to discuss security and political issues in the country. Ghani said that over the past two years as many as 11,000 foreign fighters have joined the group.

Ghani reiterated on Tuesday that he wants peace talks with the Taliban, but said that it wasn't an "open-ended" opportunity.

"Over 150 innocent Afghan sons and daughters were killed and more than 300 wounded were brought to hospitals with burns and amputations", Ghani said. A U.S. watchdog said last month that a record number of civilians died in 2016, 16 years after then-U.S. President George W. Bush first sent special forces to the country after the September 11 attacks to topple the Taliban regime which sheltered al-Qaeda leader Osama Bin Laden.

Ashraf Ghani spoke at the opening of the so-called Kabul Process, a gathering of 23 nations, the European Union, the United Nations and North Atlantic Treaty Organisation, meant to discuss security and political issues in the country.

The Ministry of Interior Affairs said it condemned the "terrorist attack".

Afghan authorities have said Pakistan was involved in the attack, charges denied by Islamabad.

Pakistan's military earlier had blamed Afghanistan of harboring militants it said were responsible for a spate of deadly bombings across Various regions of Pakistan in February. He told me that from the government to an ordinary person on the street, Afghans consider Pakistan to be the perpetrator of chaos and anarchy in their country.
