Any changes to the relationship between the United States and Cuba, he said, "will depend on real progress toward these and other goals". The aim is to ensure that American travel is legal and that Cuba's military - which has vast holdings in the island's tourism sector - does not profit from American trade. Trump isn't overturning Obama's decision to end the "wet foot, dry foot" policy that allowed most Cuban migrants who made it onto US soil to stay and eventually become legal permanent residents.

The change in the US posture toward Cuba under Trump marks the latest policy about-face by the president.

This will essentially shield US airlines and cruise lines serving the island.However, Trump will stop short of closing embassies or breaking diplomatic relations restored in 2015 after more than five decades of hostilities.

Yet it also exposed the shortcomings in Obama's approach.
