He said his group is not racist or alt-right and it should not be held responsible for the actions of counterdemonstrators, many of whom identified as anti-fascists.

The groups were separated by a wall of officers, heavily armed and wearing protective body armor, from local and federal police agencies.

Portland Police could not confirm which side those arrested belonged to.

Wheeler previously said that he will attend the rallies from the police command post.

Police said on its Twitter account that the person was arrested by Federal Protective Service but provided no other details.

Officers say they want protesters to stay with their groups and not cross the street to escalate tensions.

Portland Police Chief Mike Marshmann promised a "robust" law enforcement presence. They have warned people not to bring any weapons or items that can be used as weapons to any of the events.

The organizers of the "Trump free-speech" rally said the event was created to be "an uplifting experience to bring back strength and courage to those who believe in freedom".

Mayor Ted Wheeler unsuccessfully asked the federal government, which runs Schrunk Plaza, to revoke the permit for the event. Civil rights leader Jesse Jackson, who was in Oregon Friday, advised against mounting a counter-protest in downtown Portland this weekend.

Mat dos Santos, the legal director for the American Civil Liberties Union of OR, has said it was wrong and unconstitutional for Wheeler to try to stop the demonstrations based on the viewpoint of the organizers.
