The Food and Drug Administration on Friday announced a new plan that would significantly lower nicotine levels in cigarettes so that they're no longer addictive.

The agency cannot reduce nicotine levels to zero, nor can it ban cigarettes, but Gottlieb said the FDA would study regulating nicotine levels in an attempt to make cigarettes less addictive.

According to CNBC, shares of Altria Group, maker of Marlboro and Parliament brands plummeted more than 10 percent after the FDA's announcement on Friday morning. Cigarette smoke, he said, not nicotine, is what causes cancer, heart disease and lung disease.

"We believe future success will require transformative, innovative products and changing the conversation about tobacco harm reduction", Joanne Walia told the BBC, adding that their American subsidiary Reynolds American Inc, will continue "the transformation of the tobacco industry".

The deadline for submitting marketing applications for newly regulated combustible products (cigars, pipe tobacco, hookah tobacco) that were commercially available as of August 8, 2016 has been extended to August 8, 2021.

British American Tobacco's US subsidiary, Reynolds American Inc., said it was encouraged by Mr. Gottlieb's comments on the relative risks of different tobacco products.

Smoking has always been the leading cause of preventable premature death and illness in the U.S., and is responsible for more than 480,000 deaths a year.

More than 480,000 deaths occur each year in the US from smoking-related illnesses. It also puts pressure on the industry to speed so-called reduced-risk products to market. Nearly 90% of adult smokers started smoking before the age of 18 and 2,500 youths have their first cigarette every day, the agency said. Tobacco companies will without a doubt fight the FDA's attempts to lower nicotine levels and the other new regulations on cigarettes in the works. Shares of Gillia tumbled 7% while British American Tobacco (BTI - Free Report) stock plunged 9%. The agency added that the toll also has a monetary cost, with "direct health care and lost productivity costs totaling almost $300 billion a year".
