Although sources insist that NY state - which was offering up sites in Onedia and Genesee counties - was one of the finalists for the Foxconn factory, the company appears to have been focusing nearly exclusively on Rust Belt and other swing states won by Trump in the 2016 election.

But they say Foxconn could have a hard time filling all of those positions.

The bulk of the $3 billion tax incentive package Wisconsin is offering manufacturing giant Foxconn to locate in the state would be paid out in cash and not in tax credits.

Walker and Foxconn founder and Chairman Terry Gou signed the deal that promises a $10 billion investment from Foxconn and will eventually create 13,000 jobs with the average yearly income at about $53,000.

And the newspaper reported that localities would have to spend big to pay for all the infrastructure needed for the Foxconn project, which reportedly would include 20 million square feet of building space.

Foxconn's plant will produce liquid-crystal display panels, or LCDs, that are used in televisions and computer screens.

Trump visited Waukesha County Technical College during his apprenticeship and job growth week last month and hinted the interest of a major manufacturer that would bring jobs to Wisconsin. It's been noted that with the full sum kicking in only if Foxconn provides the maximum quota of 13,000 jobs, the subsidies would amount to the state paying $231,000 per job ...

Foxconn, formally known as Hon Hai Precision Industry Co Ltd, said in a statement that the investment "signifies the start of a series of investments by Foxconn in American manufacturing in the coming years".

But after the political attention faded, Foxconn never built that factory. The site does remark that economists in the state are expecting Foxconn to offer attractive wages and hoping that the company attracts workers from neighboring Illinois-despite consistent reports of extremely low wages at the company's Chinese factories. Four years ago, Foxconn unveiled a plan to build a new $30 million plant in Pennsylvania, and the state's governor praised the move.

State Sen. Alberta Darling, co-chairman of the Wisconsin Legislature's Budget Committee, said any incentive deal would be examined with a "fine-toothed comb" and need to win approval by the Republican-controlled Legislature.
