Americans are already feeling the effects of that change, through unusual heat waves, heavy rains and other extreme weather, says the draft report, published Monday by The New York Times.

The report found human activity was "extremely likely" the cause of more than half the Earth's temperature increase since 1951, a position at odds with the administration's belief that the cause of global warming is uncertain. The report also notes that small temperature changes have big impacts on climate. They explain that "There are no convincing alternative explanations supported by the extent of the observational evidence". But it has not yet received permission for release from the Trump administration, members of which have claimed that climate change can not definitively be linked to greenhouse gas emissions from human activity, the New York Times reported.

"It's kind of incomprehensible to me that there is still any debate by anybody in government that the climate system is changing, and it's changing primarily because of human activities", he said.

As of Tuesday afternoon, neither Trump, who is in the middle of taking 17 days away from the White House, nor any other official from the White House have commented on the climate change report.

Recent decades have seen marked changes in temperature extremes across the U.S. This chart shows that record warm daily temperatures are occurring more often.

At the time it was leaked, the draft report had been completed for months and was awaiting the administration's approval ahead of publication.

The report concludes that even if humans immediately stopped emitting greenhouse gases into the atmosphere, the world would still feel at least an additional 0.50 degrees Fahrenheit of warming over this century compared with today. The move reverses the pledge made by then-President Barack Obama as part of the 192-nation coalition to keep global temperature rise to 2 degrees Celsius through 2100. The scientists responsible for the draft are reportedly anxious that President Donald Trump will disregard their data and that his administration will bury their conclusions.

During an interview on NBC's "Today," Haley was asked whether she thinks the Trump administration would embrace the report given that it just withdrew the USA from the Paris climate agreement.

Average rainfall every year across the USA has increased by 4 percent since the start of the 20th century, the Times reported. These maps show the projected change in average annual temperatures in the USA depending on the concentration of greenhouse gasses in the atmosphere.

The 600-page report, compiled by scientists from 13 federal agencies, has not officially been made public. The accord has been signed by more than 190 countries and ratified by 159.

"This is simply an attempt by The New York Times just to undermine the success that we've had on this side of the aisle", said Dr. Gina Loudon of the claim that Pence's team is running a 2020 presidential "shadown campaign".
