The Washington Post reports that Zinke recommended shrinking four monuments: Bear Ears and Grand Staircase-Escalante in Utah, Gold Butte in Nevada, and Cascade-Siskiyou.

If the draft does not undergo revision, Zinke will call for trimming back the size of four monuments, including Utah's vast Bears Ears and Grand Staircase-Escalante - which together make up more than 3.2 million acres - as well as Nevada's Gold Butte and Oregon's Cascade-Siskiyou.

A leaked report written by United States interior secretary Ryan Zinke recommends that six of the 27 sites should be cut in size and changes made to around four others.

According to a leaked copy of Zinke's report to President Trump, none of the six California national monuments on the original review list are up for revision.

Zinke's memo touches on his recommendations for a host of national monuments, including Northeast Canyons and Seamounts Marine National Monument. Harry Reid, tried for years to have it designated as a national conservation area before Obama made it a monument in December.

Sen. Dean Heller, R-Nev., said the Obama administration's declaration was "an example of extreme overreach and the failed Washington-knows-best mentality".

The secretary's set of recommendations also would change the way all 10 targeted monuments are managed. He complained former presidents misused the Antiquities Act to create oversized monuments that get in the way of energy development, grazing and other uses.

"That's the legal question, and our view is no", said Travis Joseph, president of the American Forest Resource Council, in an earlier interview with EarthFix. "We're making sure the proclamation doesn't impede using the land in a way that's reasonable and with common sense", Zinke said in a press conference after the tour and meeting.

He called Zinke's report - leaked to the national media late Sunday - "rushed and sloppy", while characterizing it as a "solution in search of a problem".

The Antiquities Act gives the president the authority to designate national monuments, but not the authority to rescind or make major modifications.

Mr Zinke also suggests exploring the possibility of recognising three new national monuments: Kentucky's Camp Nelson, an 1863 Union Army outpost where African American regiments trained; the MS home of murdered civil rights leader Medgar Evers; and the Badger-Two Medicine area in Montana, which is sacred ground for the Blackfeet Nation. Katahdin Woods and Waters National Monument, Maine 8. And sacred Native American sites, recreation destinations, and America's most unique wild places would be opened to drilling, mining, logging - and the disasters that go with them. Several speakers said over a loudspeaker that New Mexicans overwhelmingly support the monuments, which have been an economic boost to the state by attracting visitors.
