The only two commissioners to vote against the tax were Evanston Democrat Larry Suffredin and Chicago Democrat Jerry Butler. The tax went into effect on August 2, and has faced public backlash fueled by a repeal campaign funded by the American Beverage Association.

The tax also applies to hundreds of premade sweetened beverages besides pop.

Controversial tax on soda in Cook County, Ill., could end up on the chopping block.

"But it is also a stark reminder that public health benefits alone are not enough to enact and sustain a new sweetened beverage tax", the coalition said in a statement. In August, about 80 percent of those polled said they believed commissioners passed the tax to raise funds and not for health reasons.

Wednesday's final vote came after a similar finance committee vote Tuesday.

Opponents of the tax said that it violated IL law as it did not apply evenly to all beverages.

Despite warnings from Cook County Board President Toni Preckwinkle of steep budget cuts across the county if her pop tax was repealed, the Cook County Board Committee rejected her sweetened beverage tax 15-1 on Tuesday, Oct. 10, after a almost four-hour session.

The committee on Tuesday voted 15-1 for repeal of the tax.

Gainer said she is committed to working with Preckwinkle and her colleagues "to approach the 2018 budget line-by-line and find alternate ways to close the budget gap".

In her 20018 budget address last week, Cook County Board President Toni Preckwinkle, a supporter of the soda tax, reportedly argued that an estimated $200 million a year from the tax would help avoid budget cuts.
