"This is a people-are-dying story". This is a "life-or-death" story.

President Trump defended the response to the crisis in Puerto Rico Sunday, more than a week after the island was hit by Hurricane Maria.

Some Marines were among the first on the ground after Maria ravaged the island.

In the aftermath of Hurricane Katrina, tensions between local and federal officials also ran high. "They"? You mean the millions of American citizens in Puerto Rico? There are people literally just modeling their uniforms. Chicagoans with ties to Puerto Rico have been raising money and collecting donations to help.

However, he clarified that the three-pronged standard for hospitals included many using emergency diesel fuel, which he admitted was "not necessarily an ideal condition".

CNN chief medical correspondent Sanjay Gupta saw those hospitals' struggles firsthand. "That's not who we are here in San Juan".

"There are probably thousands of patients who are in similar shelters with no power, no water, no medications, no way out".

Speaking on CNN's The Situation Room on Thursday, Gupta said that many hospitals listed as operational had no satellite phones, no access to medications, and were unable to admit patients. I've been here a few hours.

"The loss of life, it's always tragic", Trump said. "If anybody out there is listening to us, we are dying, and you are killing us with the inefficiency", she said. "If anyone can hear us; Mr. Trump can hear us, let's just get it over with and get the ball rolling". She's been seen comforting nursing home residents, wading in the floodwaters, and pleading for more aid during news conferences and TV appearances, NBC News reported.

"He is looking for excuses for things not going well", Cruz told CNN.

Trump has come out with a flurry of boasts in recent days about the positive reviews he said his administration is getting from Puerto Rico and the U.S. Virgin Islands for its relief effort. The San Juan Airport and eight other airfields are open or open with restrictions, FEMA said.

Trump told reporters on Friday, "We have done an incredible job considering there's absolutely nothing to work with". "We were limited by ports that weren't operational".

Residents have not received basic necessities such as food, water and medicine. "We must all be united in offering assistance to everyone suffering in Puerto Rico and elsewhere in the wake of this awful disaster", he said. "The question is, how do we get it to the last mile?"

The acting US homeland security secretary is headed to Puerto Rico to see the devastation and meet local officials.

Trump says in a tweet that some on the USA territory "want everything to be done for them". To do that, you need to restore roads, a bare minimum of power, you need a bare minimum of communication. Food, water and medical are top priorities - and doing well. In San Lorenzo, a 45-minute-drive from San Juan, a bridge over a rushing river was destroyed by flash floods. But, he said, his administration's first responders are "amazing". They have delivered around 1.1 million liters of water and nearly a million meals.

Appearing with MSNBC host Joy Reid, Mayor Cruz said that the people of Puerto Rico are "moving ahead".

She ran for San Juan mayor in 2012 against incumbent Jorge Santini and won.

"I wasn't there to criticize; I was there to beg for help", she said.

"It's a disgraceful job", said Gutierrez, who has family in the USA territory.

Trump is expected to survey the damage on the island on Tuesday. Customers used umbrellas to shield themselves from the beating sun. At least half of all bank branches remain shuttered as they can't get enough armored trucks with gas, or truck drivers, to deliver the cash safely.
