House Minority Leader Nancy Pelosi (D-Calif.) and Senator Chuck Schumer (D-N.Y.) released a joint statement Sunday evening outlining why the deal was off. The administration also called on Congress to change the current US legal immigration system by limiting the varieties of permanent residents that an American citizen citizen could sponsor and transforming green cards into a merit-based point system.

Faced with pressure for his decision to repeal the Deferred Action for Child Arrivals (DACA) last month, Trump has agreed to sign a bill that could protect dreamers (beneficiaries of the program).

The document was presented to members of Congress on Sunday night, and according to Reuters - who had access to the document containing the president's list of requirements - the "principles" for immigration proposed by Trump were "unsatisfactory for the Democrats".

White House legislative director Marc Short reportedly said in a conference call that they ask for the priorities included in any deal for DACA.

The list of principles, which were sent to Congressional leaders on Sunday night, called for curbing federal grants for "sanctuary cities" and limiting legal immigration which includes issuing fewer family-based green cards to spouses and the minor children of U.S. citizens and lawful permanent residents, and creating a point-based system.

The Deferred Action for Childhood Arrivals (Daca) programme, set up in 2012 under President Barack Obama, is due to expire in March, casting doubt on the future of those protected.

Trump abruptly ended that program in September and gave Congress six months to find a replacement for it. Implemented under former President Barack Obama, the initiative has allowed about 800,000 beneficiaries, known as Dreamers, to live and work in the US on renewable authorizations. Many liberals and open-border advocates claim a border wall will do nothing to curtail illegal immigration.

Her comments about DACA largely echo what President Trump has said about the program.
